A storm in a Teacup出自法國作家巴爾扎克（Honore de Balzac，1799-1850）記述，這句話出自18世紀(jì)法國哲學(xué)家和思想家孟德斯鳩的名言。有一次，他聽說圣馬力諾發(fā)生了 政治*，就用“茶杯里的風(fēng)暴”來評論。因?yàn)槭ヱR力諾是歐洲最小的共和國，只有一萬人口，孟德斯鳩認(rèn)為那里的*對整個(gè)歐洲局勢 無足輕重。
    探源搠流，遠(yuǎn)在公元前古希臘了羅馬的名人著作中就有過類似的形象比喻。如古羅馬作家和演說家西塞羅（Cicero）在其著作 《論法律》中就有這樣的話：excitare fluctus in simpulo，意即to stir up waves in a ladle.此外，還有a storm in a cream-bowl；a storm in a wash-hand basin等說法。盡管它們比喻的形象不同，但都是用來表示much excitement about something trivial；a lot of fuss about a trifle之意。按其比喻意義，相當(dāng)與“小題大做”大驚小怪。
